Like sweetk30 said you don't need to remove steering arm to do balljoints and if you did all you should need to do is remove the bolt/nut retainer and pull it off the shaft.
If you do really have to take the stearing arm off, and happen to have a chevy 10b, the easiest way I found was to take off the nuckle and just hit it a few times with a hammer and it fell right off. Trying to pound out the washers like was suggested to me didn't work at all.
Me and 79Stomper have had to work a few ten bolt steering arms that just wont come off, we beat one with a hammer untill it started to bend, then we figured out if you pull the nuts then turn the truck on and turn the wheel carefully it will pop off, kinda ghetto but
