Steering and Brakes in my Diesel

I just had a shop put a new engine 6.5 Turbo Diesel in my 1996 K2500 3/4 ton 4x4 Chevy Suburban. I got it back and now I lose power to my brakes and steering at the same time. It happens most of the time when I get off the freeway. If I give it a little throttle the power comes back. I have a new engine, injectors, water pump, fuel lift pump, crank sensor, starter, vacuum pump, injection pump, belt, glow plugs and turbo. The front pads and rotors need to be replaced but I can't see how that would cause the issue I am having. Does anyone know what might be the problem? Does the power steering pump or steering box need to be replaced? Did the shop not put it back together right? I checked and the reservoir has fluid. Is there air in the system? The shop just blew me off but I don't want to pay another shop to fix something that another shop is responsible for.
 
Don't let them blow you off, take it to them telling them this problem did not happen before all the work they did to it.

At least get them to double check their work and make sure they hooked everything back up correctly. That's a start.
 
The p/s pump provides the power boost to both the steering and brakes, so pretty obvious the issue revolves around the steering fluid circuit. My guess would be that either there is air in the system or the pump is going out. I have had a similar issue in the past because the belt was slipping on the pump, but I have v-belts and you presumably have a serpentine setup so it's unlikely.

The air in the system would be pretty common as it takes quite a bit of work to properly bleed the system.
