My friend has a 78 LWB chevy that he had crossover steering
installed on.The shop that did the work is now closed (go figure)
When the steering arm was installed on the top of the knuckle on the pass side,, ( D 44 )the truck had 16.5 inch rims on it,,now when he tries to install 15 inch wheels the tire
rubs on the end of the arm. what is the fix here another rim with a different offset or do they make an off-set steering arm that will give more clearance??

Depends on the arm, but a rim with less BS should probably cure the problem. Running a narrower rim will probably help to if he runs a 12" rim or something like that.

I run 4.125" BS rims what are 15x8's with no problems at all.
