Steering box problem and first post,,,,

First post but long time reader,,,,I was at K85Octane's house today and he helped,,,,well couldnt have done it without him,,,install XJ Jip shaft mod and he welded up a broken shock mount on my 10 bolt front axle,,,,anyway I also installed a new (reman) cardone steering box because old one was leaking bad,,,problem is steering is real hard at idle,,,,making any normal turn at idle is like theres almost no power steering at all,,,once the rpm,s come up then theres some power steering but its nowhere what the old box was at,,,,any ideas???

Vehicle is 1989 Suburban V2500
 
Well if it wasn't like that before steering box swap my guess is the box maybe adjusted too tight
 
Is there a way to adjust it so its not too tight??? Going in a straight line the steering is now really tight,,,no wander at all where with the old box there was quite a bit of wander,,,so it might be that adjusting nut at the top of the box??
 
Oddly enough, he swapped the box out and made no difference. So he swapped to a new pump and he said all is good. Kind of a head scratcher but glad it worked out.
