steering colum rebuild help

Long story short was tighten up 4 steering column bolt and a part feel out. On Alldata pulled diagram and is called a spring,rack preload # 38. Can anyone show me a better pic or how it actually goes in? I can post up picture if need be guys.
 
Doesn't it rest between the rack and the side of the column? Should be a slot for it to fit in. Sadly I can't remember exactly how it went it. Sorry not much help.
 
That what I was thinking the rack would be # 39 and sits in groove going front to back correct?
Can post a pic of how I think it goes if it helps.
 
not had any real time to mess with column I was searching for wtf is this and found best possible DIY out there on steering columns. There a trick to getting the housing where tilt handle goes with paws back on? I can get it on but holes for the pins that hold in on each side are still off? Thinking paws for tilt at the top are not going in deep enough.
