steering cooler mounting

I searched but couldn't find. Does the cooler need to be mounted lower than the pump to get it bled out or just under the level of the resevoir to prevent overflowing when the engine is shut off? Does it matter at all?

Mine is just barely lower than the highest point on the filler neck. I extended my neck with a radiator hose.
