steering wheel issues

Today i attempted to fix my tilt steering that was just recently put in by the previous owner, i managed to tighten and threadlock the the tilt mechanism but the steering wheel is shaking on the column not the tilt mechanism any more

Did you remember to re-install the inner race for the upper ball bearing on the steering shaft? Are the ball bearings even still there?
