Street legal modifoncatiion!!???

well My ? is that I have a 1990 that I am looking into caging and making a 4x4 FUN rig!! BUT.... I am hearing some of my thoughts might not work to keep it "street legal" I am looking to narrow the rear to frame and front to the radiator and mount lights in cage. I am hearing a tires sticking out may be illegal for street. Any feedback??

thought maybe some "temp" wells to get there then...

Mud flaps the width of the tire track. Make yhem removable for wheeling purposes. As for the lights, motorcycles only have one. So narrowing should not be an issue. As long as they are DOT legal.
