ok. so i feel retarded and inadequate as a man.
how the hell do you get the center pin out of a gov-loc carrier in a 14 bolt semi float axle???????
i popped the cover in the yard, made a mess, removed the lock screw from the carrier and that darned thing wouldnt budge. I even put an impact socket against it and hit it "gently" with a hammer.
I know that center pin needs to come out, in order to remove the "block" from the spider gears, in order to push in the axles and remove the C-clips so i can pull out the axleshafts and take off the parking brake assemblies.

EDIT - oh and i dont think i broke the lock screw in the center pin. I did use the hammer to tap the wrench to pop the screw free, but i didnt feel or hear a snap, and the screw slowly slid loose under resistance, and then unscrewed. Although.... if memory serves that is a very long screw... and i think maybe the one that i pulled out was less than an inch long. so maybe i did break it
