Put it on 4 jack stands to see if the d-line is turning.

Just my two cents worth but when I first tried to put my 203 in low lock it wouldn't go. I adjusted the linkages and still no luck. I ended up sittin on the center console and kickin the shifter forward until it went in gear (4 low loc). Ever since then I haven't had a prollem gettin it into 4 low loc. My only guess is that it hadn't been put in that gear possibly ever and it needed some convincing. Hope this helps some.
