Quick question, does anyone know off hand if a 700r4/208 and a 400/208 adapter are interchangeable?

Sorry but no... the trans side is different in both shape and bolt pattern.
Yep, with the 350/700R4 having 4 mounting holes in a square pattern and the 400 having 6 mounting holes in not-quite-a-stop-sign-shape pattern.
