Tailgate glass out seal

I instaled the tailgate glass first, then the inner seal, and am having a very dificult time with the outer seal. I cant get the clips to engage.

did I do something wrong?
was i supposed to install the seals first before the glass. i dont think i could get the glass in if i installed the seals first.
Any help will be realy appreciated
