Tailgate lock inop.

I recently inherited my father in laws 79 K5. I noticed that it has a lock on the roll down handle, but it doesn't seem to work. The key only turns a quarter turn. Any ideas? Do I have to pull the plate off the inside of the tailgate to check it?
 
Try a shot of this inside the lock and use the key to work it in. Has helped numerous times with stubburn locks.

It is about a quarter turn on the manual glass, and it only 'locks' the window crank. It doesn't lock in the traditional sense that you can't move the crank handle, it disconnects the crank handle from the regulator. The handle can turn freely, but the window will not move up or down when the window is locked.
 
Yeah, I kinda figured that's how it works. On mine the window cranks down in both lock and unlock positions.
 
In that case there is something catching inside the lock cylinder itself. It will need to be pulled apart, but I am no help with that.
