Tailgate Lock Replacement

I’ve been trying to figure out how to replace the locking mechanism so I can have a working key and lock. We have the power window and power locks. Do I have to remove the power window parts to access the lock? This is for an 83 Jimmy.
 
Keep in mind, that is not a lock on the tailgate. It's a key-switch to roll the window up and down (unless you have the manual rear window. I think you can have power side windows with a manual rear window). Internally there is a latch that doesn't let you open the tailgate until the window is rolled all the way down and that is the tailgate lock. If your key turns the cylinder, then you likely have an electrical problem. Does the window roll up and down with the switch on the dash? The little switch in front of the lock cylinder #9 often goes bad.

What I remember is taking 2 nuts off to remove #11, then you can take #13 off to get #9 out.

Thanks for the info!! Man I was way off there must be an electrical issue. The window has power to roll up but when I push the switch on dash to roll it down there is nothing.

I’ll see if I can roll the window down with the key while the truck is on. The dash switch worked fine before I did some work in the radio and AC. So I’m guessing a wire was messed up to roll it down.
 
There are some electrical connections at the tailgate (so you can remove it). I can't remember the exact configuration, but something may have come unplugged. The key-switch and dash switch both send a "hot" for each direction and the ground is through the body. If it goes up, you have a functional ground. I believe the key-switch will work whether or not the vehicle is on, but dash switch only works with key on.
