Tailgate maintenence

Went to open the tailgate on my C10 last night and no go. Only one latch is pulling in now. I can take the handle of my pliers and sneak it into the other side to press it in and open the tail gate.

But Im wondering how do you get in there to fix it? I sounds like a rod or something came loose from the latch.

Does teh inner panel on the tailgate come off like on the burb/blazers?

If so, open it up, and see whats up.

No access door at all? I thought there was. Ok, how else can you get into the gates? Maybe remove the latch from the end of the tailgate and see if something on that broke? Also, exploded views on LMC might be helpful.
