tailgate question

I have a spare tailgate from the P.O. of the blazer... its green...
The only thing I don't understand is why there isn't a key hole on the outside like with my other blazer tailgate and Jimmy... would someone have welded something over it and repainted it?

Does the area where the hole would be pop out and turn into a handle ? Could be a manual tailgate , did you pull the inner cover and look at the internals ?

It's just the shell, nothing is in it except a round metal rod that is bent, I will take pics tomorrow, I'm not very good on describing...
