TOok my rotors off for new lug bolts and i noticed the hub turns is this normal??

Taking the hub off a rotor from a 10 bolt

the lug studs are what holds the rotor to the hub, so if you've knocked out all the lug studs, then yes, it's normal for the rotor to be loose.
