Tar in blazer

I am starting to clean up the inside of my blazer, going to go and have it Line-X ed. I am grinding away I am finding out that the person before me had slapped a coat of tar on it, from the firewall all the way back to the end of the bed. Why would someone do this and how can I get it off and ready to get sprayed?

It is probably that ruberized undercoating stuff you buy at the auto parts store. I had it on the quarters of my truck. I tried to get it off and it was virtually impossible. I had to sand and sand and sand and sand and torch and torch, etc.... Till it was all gone. That's all I can tell ya!
