TBI high idle issue

We put a complete TBI setup with a tuned chip and new harness from Affordable injection in my son's truck. The throttle body had a refresh kit put in it when we started this build a few years ago. We started it for the first time yesterday and everything is fine except it has idles around 1000 rpm. I have checked for vacuum leaks, all of the ports are capped of except for the map sensor and manifold vacuum to the hvac controls. I have sprayed everything with brake cleaner while running with no change, even disconnected and blocked off vacuum to pcv and booster. I have swapped in a known good IAC valve from another truck also. There are no codes and the idle screw is backed off and the throttle blades are completely closed. Does anyone have any insight to where my issue might be? I feel like it has to be a throttle body issue since the blades are closed and still idles high.
 
When I had a high idle it was the gasket leaking between the throttle body and intake manifold.
 
The computer will adjust the idle rpm as it learns. What is the rpm in drive?
 
Manual transmission truck, I'm trying to get the base timing set, but due to the rpm being high it's not accurate.
 
Another issue I have seen is the butterflies not being centered in the TB bores. They look closed. Loosen the butterfly screws and let the butterflies settle into the bore. Then tighten.
 
when my 87 had a high idle there was fuel dribbling from the injector where it sits in the base.

IAC valve was the problem, third IAC valve worked like a charm. It's just weird that both of the first two were working fine in their donor vehicles.
