TBI trouble codes not working

What would make the diagnostic trouble code test not work on a TBI setup? Even if there is no code you should get the 12 flashes correct? I even back pinned to the ECU and tried jumping the ALDL pins A and B. B had continuity to ground. No voltage at all out of the A5 pin (check engine light). Bad Computer?

Make sure the bulb is good.

At key on engine off, does the SES light come on?

nope. And I even checked voltage on A5 right at the ecu and nothing

figured it out. I'm a dumbass. ECU provides the ground and not power.
