TC crossmember spacers??

Sorry for whats probably a lame question but whats the point of the spacer type deals on the cross member bolts? My Sub has them on one side with on the bottom of the C/M and the other side up under the frame rail does it matter?
 
The spacers give you the option of dropping your TC an inch after suspension lift to improve driveline angles.

I've never heard of them above frame rail on one side and below on the other...not on a K-5 anyway. Might be diff with a burb.
 
The spacers allow the bolts to stretch to provide better clamping force and keeping them from loosening. It doesn't mater if they are above the frame below the cross member. Using the spacers between the frame and the cross member to lower transfer case like some suggest is a good way to bend the frame.
 
Interseting on the stretching theory. Im sure loads and frame twisting will cause some tweeking on them but then something like spring hangers and other frame mounted parts would see way more and their rivited or bolted if you use a shackle flip or? And No as mentioned Do not use the to space the TC down,use full lengths of square stock for the spacers.
