Should the Oring on the vacuum modulator rest on the outside of the tranny case or should it be on the inside of the case?

TH350 Vacuum Modulator Oring Install Question

It took some effort but eventually I got it to snap in. I used so tranny fluid on the oring.
I checked the vacuum on the old module. It holds at both 3psi and 5psi with out leaking.
