Check the grounding straps - even add a few if your unsure, a bad ground will cause the low reading you are describing, grounds are very important. If your EGR valve checks ok - then look into the butterfly area and behind and check/clean carbon deposits. Also, check IAC(Idle Air Control) valve and passages for it. Lastly, there is a procedure for calibrating the TPS(Throttle Position Sensor) they do need to be "reset" ocassionaly, and anytime that has been messed with. I'm not real sure on the procedure offhand though. A non-shadetree mechanic should know.
