Tihs Is A 85' Sub 350/700-r Took To Smog A While Ago Now I'm Trying To Bring Back The Timeing So It Runs Better, But I Don't Know What The Mark On The Chain Cover Mean,,,, Anyone?
 
One way is BEFORE TOP DEAD CENTER and the other way is AFTER TOP DEAD CENTER

BTDC is up.

And whats with the stupid capital letters at the beginning of every since word?

I have the '85/350/700, or it used to be stock.
There's a timing tab down there somewhere, real hard to see, let alone adjust timing.
Typically you'll need to reach down there to clean the bugger, and the hash mark on the balancer. I've gone as far as to make up a stick with a solvent wet swab. Then study it so you know what to look for with the engine running.
IIRC you want 8* BTDC. So on the tab you'll see 0, and 2, 4, 6, 8, in both directions.
IIRC, BTDC is to the left.
