Tire carrier latch

Does anyone know where to purchase those cool latches I've seen on here on rear tire carriers?I believe they have a red handle.I just searched and can't find a pic to show what I mean but I have seen them on here I'm just feelin' a little stupid right now.

I would like to know where to find one as well. This seems a lot easier than using a thru-bolt.
