There is a, for lack of better term, "Scotch Brite" wheel that works AWESOME for cleaning frames and things just like that from 3M, other companies make them too. I used them when cleaning my frame. There a REALLY corse hard scotch brite Black in color. You can get then in a Roloc design for an air angle grinder, or they make them on a 1/4 inch arbor, you can also get them for use in a 4 or 4 1/2 in power grinder.
They gon't grind into the metal like a flap wheel or disc will. They will cut metal or radius an edge if you work at it or hold it one one place on the edge for a moment, but if you use it right it rips off paint, rust, dirt great, and scuffs the metal well enough to go straight to cleaning with lacquir thinner to remove any left over grease from your hands, then primer and paint.
