what is the best thing to use to get some pretty heavy top rust off my rotors.?

if your talking about on the spot where the brakes will contact... you can either have them turned or buy new ones.. that is about it...

remember these are brakes... YOU NEED THEM....
if you use anything like sandpaper, grinder or anything... you will make an uneven clean surface and your brakes will not be right

Yeah, X2 on that advice. Light surface rust is one thing, as your rotors are constantly rusting, your pads just knock it off. But heavy rust and pitting is bad. You can have the rotors turned for about $15 a piece, or just replace them. They arent too expensive. You can get cheap foreighn knockoffs from Advance, Autozone, etc... for really cheap. May not last as long, but they meet the safety requirments.
