torque specs

Does anyone know the torque specs on the two allen bolts that holds the oil cooler adpterplate to the block. my truck was leaking there and it appears whomever put this together last time only used the oring gasket and did not use the paper gasket that goes up in there on the base.....
 
It's a 5/16" bolt so no more than 20 ft/lbs. I usually just tighten them with a ratchet and call it a day.
 
There is supposed to be a thick flat gasket and a oil that make up the sealing components??? right??

My kit from the deal had both, but when I removed it there was only a oil seal up in there....
 
hopefully it does not hurt anything as I put it up in there before I seen your response. It seems good after running it, everything is dry
