Im trying to torque my dana 60 ring gear bolts and the whole assembly is rotating. Ive tried the vice, press and using sockets on the bolt heads with a bar across to try to counter act the spin. Any suggestions ?

Put the axle in a vise and drop the carrier on it

Put a long handle ratchet and socket on the pinion set to hold it from turning.

Or install the ujoint straps and put a pry bar thru them.

I still have it out of the axle case. I tried putting an axle shaft in and the arb seems to be in the unlocked position.

So two things, if the outside if the ARB case won't fit in your vice, you may have to have someone hold it or used a seatbelt strap type wrench to hold it

I usually put the handle of the torque wrench across the center of the carrier, seems to fight you less that way

Like @bent72 said use the axle shaft in a vice and drop the carrier on.

I did it on my 14FF ring gear and was able to torque all bolts to I believe 120 ft. lbs. without any issues.

In a vice lightly.

Then use a pry bar against a bolt. Torque away.

It is tricky to do this by yourself but it is possible.
