Towing with tow bar--advise needed

Actually I just varified in the Illinois vehicle code. 3k is correct.

Wisconsin has always been the state to require brakes on ANY trailer. I think this is overkill and apparently someone over there did too.

The California laws are kinda vague.
You have to have aux brakes and I believe a break-away brake system on any towed "Trailer" over 1500lbs.

There doesnt seem to be a requirement for aux brakes on a flat-towed vehicle but the requirements for how much weight the tow vehicle can pull and maximum breaking distance specified at the 20MPH requirement do apply.
