Is it possible for a tps to be reading correctly on a scanner but still be bad?

Possible, but not very. You have to remember, that the scanner is reporting what it 's getting from the ECM so wiring good, TPS good. ECM Good.

Probably should look elsewhere, just my $0.02

There are so many things going on inside your ECM, you could have anything else take a poo as well. Make sure your grounds are correct with a ohm tester before you get too far.

If I could see it move smoothly from something low (0-8%) to something high (90-100%) as I slowly moved the throttle, I would move on...
