Is it the full time 4wd 203 or part time 4wd 205?

If its the 203, get underneigth and you can adjust the linkage by lining up the holes in the linkage arms.

Very common, my 203 had the same problem for a while. Clean it up and adjust it(right way), or just kick the hell out of it to get into lock(wrong way).

where is the adjustment?

There is a hole on the side of the shift linkage that you can put a drill bit or a small screwdriver into and line up the shift arms til the screwdriver can go all the way through it
