can't say for certain. To test ea hub, lock them, engine off in park, try to turn ea axle at the hub u joint. If you can't turn them then they are locked. Longish screw driver will help add some force to your efforts

how can you not have a part time kit if the transfer case is in high and does not move the front drive shaft? Whenever I am normally driving in 2 wheel drive the front drive shaft does not move. At one point my hubs got very hot from calipers dragging so they could be
Ok, mine does not turn in high. there may be something wrong with my hubs. They leaked grease when they were getting hot. I took them apart and re greased them a while ago. Maybe I did that wrong?
Are you saying that it does not turn in high because you are under the truck and the front shaft won’t spin or are you saying that it’s been observed not spinning when actually under way?

Not trying to annoy you at all just trying to help figure out your problem over the World Wide Web and not in person which can be difficult.

Wes, I think you meant to say “can’t “ turn them ?

No problem. I have videoed while driving in high under the truck and the front drive shaft does not move. I have always driven this way with the hubs unlocked.

I did this and they definitely work. The problem must be the t case I guess.
 
Whenever the hubs are not locked the transfer case shifts smoothly, but the hubs grind.
Whenever I lock the hubs first then the transfer case grinds.
When the hubs arent locked if you are shifting into a loc position its going to grind because it is spinning the axle shafts inside the hub. It drives me crazy when people convert 203s becuase they work great when left alone.

This is what I did in the first video. When I do it that way the transfer case makes noise. Should the looking hubs make a noise while driving 2 wheel drive if they are locked. When I do that there is a horrible noise of clunking and the vehicle acts like it is skipping over something. It does ok when driving forward and straight, but not backwards or during turns that’s when it clunks.
Clunking when you turn in 4wd on pavement could be the chain skipping because you're not supposed to drive on pavement in 4wd for that reason.
The original full time 203 was made for pavement so it had a differential in the tcase to compensate when you turn.
I think your tcase is toast now if it started Clunking
