Transmission question

So I bought this Saginaw 4 speed with the idea if using it behind the 230 six cylinder in my Dad's '39 car.
It looks to be the low, 3.50 first gear which will be helpful for this car.
This bellhousing has me wondering what this hole is supposed to be for.

The clutch arm?

It is on the other side, exactly where it's supposed to be.
I have never seen anything like this myself, hopefully I don't ever run into it again!

Clutch inspection port. There was a panel in the floor to remove, the that cover. You could access the throw out bearing for lubing and see the clutch. Things didn't last 100k miles back then.
