Trouble code 24

I just used a zero-ohm resistor(aka paper clip) to check my trouble codes. The only code it gave me was 24. This is on of the codes for the VSS. I found where it indicates "set when in motion- disregard when set in park". What does this mean???? There are several self explainatory indicator codes for the vss but I don't know what to do with this one????
 
A code 24 will be set if:

1.The vehicle is not in park or neutral
2. Engine speed is between 900 and 1500 rpm
3. Vss shows a speed of 0 mph

Basicly what it means is thet the ECM sees no signal fronm the VSS when your truck is in gear and moving.

Either the VSS is bad.
There is a short or bad conection somewhere.
On pre 90 models could be a bad speedo cable.
90+ models the sender on the Xfer case could be bad.

No VSS siginal can affect IAC valve operation (idle)
Iginition timing
Torque convertor lock up.
