Truck is throwing a code!

I have a '97 chevy p/u with a 5.7L. My SES light came on recently and had the codes scanned and came up with code P0430. My manual says "three way catalytic converter system low effiency bank 2". My question is, what the hell does this mean? Do I need to replace my cat or could it be an o2 senor. I have already replaced three of the four o2s, the two on the pass side and the one behind the cat on the drivers side. also, does "bank 2" mean the passenger side cat? Any help will be greatly appreciated.

yes, your correct, catalyst system efficency below thresh hold, bank 2.

Either the Pass. cat is bad, or the post O2 sensor.
