I can't tell if the engine is hydro locked, or if and electric issue.
Get a breaker bar and 5/8 deep socket to see if you can turn the engine by hand.
Use the center bolt bottom pulley.

Watching the original vid, my gut says battery not giving enough amps..... Have you tried jumper cables attached to another car? Or a fully charged jumper box?
You already put a starter in.... all the grounds are good?

How long did their test take? A proper trickle charge takes like 24 hours. I have had auto parts stores take my battery for an hour and tell me that is good, when it ended up being bad. That's why I asked if you've tried jumper cables. If it fires with jumper cables connected to a good running car, then it's bad battery
@fordsucks! Here’s the latest. Got under the hood and turned the crankshaft pulley no problem manually. Instead of trying to jump it, I just went and got a new battery since the last one was on its way out. I got an optima red top with a good amount more cranking capacity.Well if you can't turn it by hand with the plugs in it is hydro locked.

I only cranked it for a min or two. Let off for the night. Any idea what next steps are?That fuel on the exhaust is a clue the cylinders were pushing fuel out the exhaust. Good time to cease trying to start it for today
Also, open the filler cap and make sure the tank is not pressurized

Change the oil
Troubleshoot why you have no spark

2 - rotor
3 - test coil for power
4 - replace the plugs, probably pretty wet by now
