turbo 400 question

hey all , I just picked up a turbo 400 off cl, real clean , real low mile's since rebuild. So I notice that I can turn the tailshaft, and on the pump-side I can the smaller inner shaft, but the lager outer shaft dosnt turn freely. So is this normal condition. thanks for any help.

outer is pump drive. high pressure in there. need more power than hands if you ask me.

The bigger shaft on the pump side shoudn't turn, it's the stator support for he torque converter.

The pump is driven off the front of the torque converter.
