Turbo experts: need your thoughts

if the compressor wheel has touched the houseing, the turbo is spent and need an overhaul. if you look close, I think it has.

turbos run tight tolerances. They wouldn't build boost if they didn't. I don't see what you are saying with the "looks like its contacted". Just looks like the way the picture is and the angle it was taken its close to the housing, as it always is.

you would almost certainly have to make a new downpipe. get a larger crossover if you do get it. The stock one is piddly in size.

not that the aftermarket ones are huge in comparison. But any increase in size is welcomed.
 
I don't see anything obviously missing except for the intake side of things. There should be an intake piece that bolts to the manifold, and if factory 6.5, there should be a cover piece that says "turbo 6.5 power" or similar. Much of it should be hard line, with rubber adaptor hoses and clamps.

I've overhauled turbos before, I know what they need. do you see the shinney strip right at the blade tip. thats where they touch when the bushings are toast.
