So I had my perkins sitting for 3 years, I go to check on it yesterday and the turbo won't spin.
If I oil it or spary some wd40 or something will it ruin it?
Am I going to be able to salvage it or should I just look for another one?

might just be gummed up, might be a mouse in it, might have rust on the shaft. I'd remove it from the engine 1st. then try to free up the shaft. I'd shoot some brakecleen in the oil feed, see if that breaks up any varnish or oil sludge. then put some wd in see what happens. some clean oil. see what happens. if its not freed up by then. dissasemble the turbo. its easy to rebuild. either way, you don't need a new turbo.

OK cool, because I don't want to find out how much a new one would be, and it was fine for what I want out of it.
The main thing I guess is not to force it, just try and loosen up whatever is holding it...
Thanks for the info.
