Turbo400 Transmission No 2nd And 3rd Gear But Fliud Is Pink?

I use metal tubing (brake line) for supplying vacuum to the modulator,with short hunks of fuel hose to connect it to the manifold fitting and modulator..using only cheap vacuum hose alone often leads to this issue when it either collapses under vacuum after it gets old,or splits where it goes on the fittings --fuel hose withstands the heat and wont collapse or split as easily,the brake tubing prevents any chance of a hose collapsing under suction.
 
Copper would work fine,and never rust,I'd have no worries using it--in fact I prefer copper up here,since steel rusts so rapidly..

My diesel pickup has copper tubing from the fuel tank to the filter on the firewall,joined at each end by short hunks of fuel hose--no more weepy steel original fuel line tubing ,that created hard starts and stalling once it developed pinholes and looked like a 6 foot long pretzel from rot!.
 
Oh the good old vacuum modulator. This reminds me of my first engine swap. We worked all night to get it done at a buddy's house, and the drive home it wouldn't shift out of 1st gear. Made for a long drive. Someone mentioned I should check the vacuum modulator, and sure enough it was connected on the carb. I guess we can be forgiven for missing 1 thing on an overnight motor swap.
 
I went around a few times after warm up and put it in drive it went in first but no shift to 2nd and 3rd but has reverse.

I took the gear lever and shift it to 2nd and 1st and no jerk.

Also I saw a FEW bubbles after a fourth time taking out the dipstick however after putting the stick back in and taking it out while the vehicle was operating in park and hot no bubbles
Is it full on fluid cause as your describing it either has a bad kick down solenoid, its not adjusted right at the carb "Qjet". Try another modulator, if not that you need to pull the pan and see whats going on,

I checked it .,it was a vaccuum hose that was off the metal hose behind the Carburater
