My experience is that the *letter of the law* differs from the *practical usage.*
If you run around on city streets with all the lights blazing, squealing tires, and playing loud music right in front of a cop ... yep, he'll ticket you for the lights, along with various and sundry other violations. Most any jurisdiction will have a code section for "unsafe driving", which is a catch-all for anything that pissed off the responding officer.
If you drive reasonably and don't do anything dumb, most any cop wouldn't take the time to look up the statute just to ticket you for the lights.
Once in a fit of boredom I read the California Vehicle Code (entertaining reading

) to determine if half doors are legal. In short, they could be legal and still violate a handful of code sections, especially those that are vaguely worded about "unsafe driving."
Point being, I don't know Texas law, but driving sensibly -- i.e. observing the majority of the rules, like speed, stopping completely, the basics -- can let you get away with lots of little things.
Worst case, call your local LEO office -- be it city or highway patrol, donno how y'all work things down there -- and ask 'em. A polite inquiry from a responsible citizen will make their day!
