I am going to put a used gear set in my 14B-FF, question is, should I use the pinion shims from the donor axle or the ones from my recipient axle as a first try ballpark thing?
I would say use the ones from the donor.
If you can, get a pic of your gear pattern.
I set up some used 4.10 gears but the pattern wasn't very good.
Then I was told used gears rarely make a nice pattern, so I did the best I could.

While you can resue shims IF they are in good shape, it is better to measure the thickness and use new ones of the same thickness. You should start with the same shims as the gears had before, but you want to end up with the same pattern regardless of where you put the shims.
I think I read somewhere that the shims you need actually depend on the housing you're using, so I'll say you should use the ones on the housing they're going into.
