Vac reading at carb

Do you always check vacuum on the carb and below the butterflies?

Below the throttle plate is where you will get intake manifold vacuum, as oppossed to port vacuum, which is above the throttle plates.
 
Call my stupid or having a brain fart here, but throttle plate is in the base plate or the one at the top of the carb?
 
So really I should take a vac reading off a vac port off the intake, not the carb at all
 
Reason I say that is cause all my ports on the carb are ABOVE the base plate

Are we talking about a Q-jet? All Q-jets have a port connected to the bottom plate. It is usually on the right side of the base plate. It is a large port about 7/16 to 38".
