It's still there. Those engines use a flush mounted unit that holds the oil pump drive gear. It can be pulled out and replaced with a vacuum pump/oil pump drive assembly though.
Actually you don't need an idler in the vac. pump position. If you get a stock belt from a '93 one ton (no vacuum at all) it will fit perfectly and you can just leave the pump out. That's assuming you're using the serp brackets that mount the A/C on the pass. side, I'm not sure if that's true of the newer models.
