Water leak help

I bought the suburban about two weeks ago and I’m slowly going through and checking on it, overall it’s in really good shape but I have water running down the inside of the firewall and through the holes in the kick panel every time it rains. I’ve cleaned out the valance and water is running down through the drains as it supposed to I just don’t know how to stop this from getting up inside the kit panel.

With the water hose test in the cowl it takes a minute but the kick panels fill up in the water starts to shoot out of those holes. I have dug as much crap as I can get to.

Cleaned out the bottom of the drain and its 99% better. I’ going to put some rtv on the screws when the kick panel goes back on. Then to reseal the firewall.
 
Need to weld up the inner fenders too, tire is going to throw water and debris in there as well.
 
Yea I will put a plate over that spot, both fenders have that rust hole. Those and a couple 1/4” holes behind the drivers rear tire are the only rust on this. Atleast that I can see.
