Welding frame near fuel line

Can I safely weld on the outside of the frame with a steel fuel line on the inside? I'm thinking about a limit strap tab, so just a few seconds of welding, but still...

Also, any reason not to weld onto a U-bolt plate while installed on vehicle?

BTW, I was reading about how if you weld on metal that you recently cleaned with chlorinated brake cleaner, you can kill yourself in seconds. Something about phosgene gas being formed. I'm glad I read about it, because it sounds like something I would do (though probably not while the cleaner was still wet, which may be a requirement for instant death - not sure about that).
 
Chlorinated brake cleaner when heated will kill you. Or injure you severly.

I always buy non chlorinated anyway.

I usually put a small piece of sheet metal in between where I am welding and the fuel line. I have even used cardboard. Corrugated cardboard works awesome for heat isolation. Soak it in water first if your really freaked out about it

In this case, the fuel line would be on the opposite side from where I'm welding. It'll be touching the same metal. Not sure if I can wedge anything in between. I could probably shove a soaking wet rag up there to drain some heat. I really have no idea how much it matters to a metal line anyway.
 
You need to get the fuel line far enough away from the frame to protect it. If your welding properly the opposite side of the metal your welding on should be over a 1000° if a steel fuel line is touching it its gonna transfer heat rapidly

Makes sense. Here's what I'm dealing with. I'm interested in welding above the bumpstop on the other side.

Just undo the hold downs on the lines. That should be enough room to get some cardboard back there. Get the cardboard wet. Contact transfers heat fast
