8ball,
bias ply tires are better for off road because they "flex" more off road which allows for better traction.
they conform to the terrian better

If you plan on mild to occasional offroading, buy a radial. If you want to use your blazer a lot offroad, and want an awesome offroad tire, buy a bias ply. Radials will also, generally, have weaker sidewalls, which could be torn by a rock easier than a bias ply. But, the radials will last longer than the bias plys, and they won't develop the flat spots like bias plys.

I bought a set of 38 TSL's and just learned to live with their bad road manners. But, it's not my daily driver, so I don't drive it much anyway. I knew a guy who had a set of 38" TSL radials and they didn't last very long in his daily driver. Have you considered the Goodyear MTR 37x12.5x15? From what I have seen, it is a tough radial, and does really well offroad, and doesn't cost $$$.
