What chemical to clean Steel Rims?

Not sure if you’re experiencing the same but I have used full concentration simple green and a scrubby side of a sponge with good results.
Comet, water and a sponge.
Simple green with a little Dawn soap mixed in works good for me.
Purple Power is awesome also.
Might consider using 0000 steel wool pads with soap if it's real stubborn.
I had good luck with these cleaning up my engine bay, but it can wear through the paint if you go crazy with it.

I suspect you had had a different meaning in mind for the word "best", but since you used it I'll have to recommend sandblast and powdercoat.
