You are correct.
4.000 is standard bore, as it came from the factory.
With each rebuild, they may bore it over. You hear 30 over, etc. They mean 30 thousandths, for a total bore of 4.030" (or 10 over is 4.010").
You can go up to 4.060 or 60 over.
